20-Apr-07 - On Monday Seung-Hui Cho, a student at the Virginia Polytechnic University murdered 32 students and professors. He used two pistols and 170 rounds of ammunition.

  • In 2005 Cho hassled and harassed a fellow student - was reported to the police - the police turned him over to a psychiatrist - Cho was taken before Judge Paul Barnett. Barnett found Cho:

an imminent danger to himself as a result of mental illness

But Barnett released Cho.

  • In 2006:
    • Cho's roommates at Virginia Tech feared Cho would commit suicide - called in the police - the police did nothing
    • Cho harassed two more women (the police shrugged off the harassments - told the women Cho was "annoying" but not "dangerous")
    • Cho so frightened Nikki Giovanni, his poetry professor, she told university admiinistrators she would resign unless they removed Cho from her class
    • after Giovanni's superior, Lucinda Roy, met with Cho she described him as follows: "... he was so depressed that he had a negativity about him, like it was like talking to a hole ... that the person wasn't really there ..." she also feared a suicide

Nevertheless, last February, Cho was able to use the internet to buy a .22 caliber Walther P22 from arms dealer TGSCOM Inc.of Tempe Arizona . In March Cho visited Jnd Pawnbrokers in Blacksburg, Virginia and there bought a 9 millimeter Glock "Saturday Night Special". Cho stocked up 300 rounds of ammunition. So effective had been the lobbying of The National Rifle Association (the NRA) that Virginia law made all Cho's purchases perfectly legal.

On being informed of the massacre, the NRA and its pale Canadian imitator, The National Firearms Association, headed into a "damage control" mode with a press release:

The National Rifle Association joins the entire country in expressing our deepest condolences to the families of Virginia Tech and everyone else affected by this horrible tragedy. Our thoughts and prayers are with the families. We will not have further comment until all the facts are known.

then fired a shot across the bow of the U.S. Congress. The NRA would "unelect" any member of Congress who dared use the Virginia Tech massacre as grounds for bannig pistols or assault rifles.

According to the NRA and the NFA:

Guns don't kill people - people kill people.

The NRA is populated with unsavory characters, among them, thief Colonel Ollie North. The NRA is a poster boy for everything that's wrong with U.S. politics.

But ... the NRA and the NFA are right. Cho's two pistols didn't kill the college kids and their professors. Cho did.

Without Cho, Cho's pistols were harmless. Cho, on the other hand, was harmful - lethally harmful. The police knew or should have known - so should the psychiatrist who examined him - so should Judge Barnett. Judge Barnett, assisted by the police and the psychiatrist, failed to protect ordinary citizens from Cho. Judge Barnett should have quarantined Cho. When North America was attacked by the SARS epidemic four years ago, Tony Clement, Ontario's Health Minister quarantined thousands. The U.S. government quarantined every passenger on a jet that landed in San Jose California.

It's not as if Judge Barnett, the police and the psychiatrist couldn't quarantine Cho. From Virginia, journalists and lawyers report that Virginia law gives Judge Barnett authority:

... to issue a detention order upon a finding that a person is mentally ill and .... an imminent danger to himself or others...

We have similar laws in Alberta and Ontario and Quebec (Alberta's Mental Health Act, for example). But, in March 2005, an Alberta judge allowed Jimmy "Mad Dog" Rozsko to murder four young Mounties. An Ontario judge allowed a gang of punks, known to him to be psychopaths, out on the street - free to murder 13 year-old Jane Creba - the 2005 Boxing Day Massacre. A Quebec judge, in December 2005, allowed known psychopath Francois Pepin to carry around a hunting rifle when the psychopath promised to use the rifle only for hunting - the psychopath murdered police constable Valerie Gignac.

As we pointed out after the Boxing Day Massacre, the police won't restrain dangerous psychopaths and schizophrenics simply because, if they do, modern day judges won't back them up.
